Two Candidates Using One Account/ID

This is a weird situation we've had.  So far we've uncovered two of these.

Internal candidate (for example, Suzy Smith) allows someone else (Billy Jones) to use his/her account.  Billy Jones changes the data in the profile and applies for a job.  Billy gets the job.  A month or so later, Suzy goes back into the profile and changes the information back to reflect her data.  Then we start running our affirmative action reports.  Our reports show that Suzy got hired into the job.  We then go into our HR system and find that Billy actually got the job.
