Exclude Fills Hired in 2012 and Again in 2013

I have a number of Recruiters who made mistakes on some of last year's Fills, and have now reopened them and refilled the requisitions this year. I need to Exclude these 'extra' fills on my YTD Fill report. I have tried using the Historical Event Objects and am still getting reqs which were Filled in both 2012 and 2013 on my report. Could you suggest how filters I can use to get my 2013 YTD Fill report to not include those which were previously Filled in 2012?
