Goal Scoring in Overall Rating

We are new to Perform and our managers are wanting to assign goals in the first year's review for the next year. As a result, there are multiple goals listed on the review with scores of 0. When this happens the overall rating is averaged to include the overall 0. How can you exclude the goal scoring from the overall rating?
I have gone to the edit review section and checked the boxes in goal scoring to exclude from calculation, but it still does.
What can you offer as an explanation?
