Best practices for Configuring Cascading Goals?

We're in the midst of implementing Perform and Learn. I want to get Perform configured to take advantage of cascading goals, however, documentation is not very good at explaining the actual configuration in Perform. There is a very good document called "Goal Setting: A Fresh Perspective", which explains the goal cascading theory, however, how do we make it real in Perform?

Any suggestions?

I can configure a goal as company or division, however, when assigning goals to employees I only have company and manager as options. Doesn't make sense to me. Where is the option to align the employee goal to the manager goal to the division goal to the company goal? For example:
