TBE Employee Referral Process

We are a federal contractor currently using Taleo Business Edition (TBE). I was wondering if any other TBE users that are federal contractors have any creative ideas on the employee referral process. It seems very basic – from what I see - after the employee submits the employee referral form - the recruiter sends the candidate an email to complete the application. Once the candidate completes the application, mutual interest is established and their qualifying questions are answered. I wish it was more automated where email notifications were automatically sent out to the candidates and/or recruiters.
