Why doesn't Company Goal Rollup report in Perform show all Company Goals?

Does anyone know if the company goals must have a certain status to show on this report? I have several company goals setup in a test environment for our PERFORM implementation and I have several test employees aligned to those company goals. But only one company goal shows up on the report.

What is missing? I am running this from the administrator account and expected to see all rollup for all company goals.
