Candidates applying to multiple reqs

It was my understanding that when a candidate applies to multiple reqs for multple req owners, the first req owner to advance that candidate into a req-specific status past NEW or AVAILABLE would then lock the other req owners from advancing that same candidate in their own reqs.  Do I have that right?

If so, that doesn't seem to be working anymore.  I have several instances where candidates is being moved through req-specific statuses for multiple reqs at the same time.

Any advice?
