I am looking for a way to solicit multi rater feedback - but not just general comments and not on specific goals.

Ideally, we would like to be able to enter different projects or areas that each employee should be getting multi rater feedback on. Example, .  We would like to reserve rating of goals for MANAGERS ONLY.  Does Taleo allow this?
