Workflow between HM's and Recruiter

We currently have HM's write in the comment section, what they want to do with the applicant (ex. plz phone screen, bring in for interview).  We only allow recruiters to change requisition based statuses to avoid confusion, or our recruiters not knowing what's going on with candidates. We are looking for a way to make this easier. How can Hiring Managers let Recruiters know that they have updated a status?  Unfortunately, flagging candidates is only for the user who flagged it....other than the original bold being unbolded, I am struggling for a solution.  Does anyone have a work around?  or
