How to create Custom Report with Exclude Hold Time parameter?

Hi,
II understand Taleo has released a new insight report which excludes hold time from the time to fill, but i do not find it effective as it does not give details like req number, location/region and other details.
So would like to know if we can create custom reports which will enable us exclude the hold time of the requisitions.
We have Taleo Buiseness Edition with Recruit and onboard.
