Agency submission of candidates

Hi,

We recently implemented Taleo Recruit and we've been discovering some limitations with the Agency role.  It appears that the following constraints are in place:

1. Agency can only submit a candidate if that candidate is new in system

2. Agency cannot browse or attach a candidate they previously submitted

3. Agency cannot attach a new candidate to multiple requisitions in a single log-in session even if they have appropriate permissions to access those requisitions.

Just curious if this is other peoples experience or just a badly implemented configuration on our part - or if not, then if people know some work-arounds for these scenarios (assign agency a different role?)
