Part of the performance eval. best-practice is to obviously not rely solely on the system but sit down with the employee to discuss the review data and their performance ratings / comments. Managers are often concerned about having those discussions after the review as been approved and made available to the employee or the employee has been prompted to e-sign the document since there could be a number of days or even weeks between that event and the time the manager talks with the employee.
