Can agency only submit candidate for 1 req?

Can an agency only submit a candidate for 1 requisition?  We set up a test agency to view the Agency screens and process, and it appears that they cannot submit a candidate for multiple requsitions. If they are in the candidate's profile (accessed through the requisition and then Candidates) and select 'Add Requisition', the list of requisitions opens but selecting another requisition that the Agency is assigned to results in an error.
