New Manager cannot see old reviews

I have a few employees who have changed managers. I have gone in and assigned the new manager. When the new manager logs in they can only see reviews that have been assigned since they became the manager but none of the reviews from the previous manager.
It was my understanding that new managers would be able to view any past reviews or comments on the employee profile. Am I missing something here?
