How does "indirectly reports to" work?

Unique scenario in Perform:

Background:

A Manager is "Hiring Manager" and "Performance Review Manager"

He wants one of his direct reports to assign goals to his "other" direct reports.

Because of the way we configured our implementation of Perform, I cannot tag his designated direct report as "Performance Review Manager".

Questions:

Can I set all the "other" direct reports to "indirectly report to" this peer so the peer can assign their performance goals?

If not, how can I accomplish this?

In reality, that peer is a construction foreman whose only role is to make sure his workers get the job done. But he has no time card approval or hire/fire authority but his manager wants him to do the goal assignments. In the org chart the foreman is on the same level as those who work for him, all shown reporting directly to the manager.
