Issues using 3rd party vendor passport integration for candidate assessments

Is anyone who employs a 3rd party vendor for candidate assessment experiencing issues with candidates being able to submit an application submission without having completed their candidate assessment?
Issue: Candidates at any time can opt to close out of their assessment by closing their browser window; our particular assessement configuration is 'in-line'); upon logging back in to their profile the candidate is routed to their finally summary page (which is the next work-block following the assessment block instead of being directed back to the assessment block page to complete the assessment). This causes confustion to the candidate as they thinks that they only need to submit their summary/application to finish the process. The end result is the candidate submits an application which the Recruiter can review in Taleo
