Onboarding comments section question

We have the comments section in the Onboarding tasks visible to the HR Administrator role in page layouts but they can't see the comments. Everything appears to be set correctly, is there some back end restriction that isn't allowing that view that I can't see? They are also the same people that assign the onboarding packet that can't view the comments on activities.
