Turn off the Review Managers access to view ALL performance reviews?

We are in the midst of Performance Reviews and it was brought to my attention by a Review Manager that he (and all other Review Managers within the agency) have the ability to view ALL Performance Reviews within the agency. This is a red flag and a huge concern. Is there any way I can turn this view/access off?
