Where is Competency Import Wizard File Feed Spec Info

I want to import custom competencies. The import wizard refers you to the "resource center" to obtain import specifications. The help manual also refers you to the "Import Competency Feed File specifiction on TBE Resource Center. I have looked high and low and cannot find this documentation in Resource Center or Knowledge Exchange. Can someone tell me where to find it? Thanks!
