Applicant Notification emails no longer work

My coworker and I rely on applicant notification emails in Taleo when a new applicant applies. We updated Taleo a few months back and they haven't worked since. Anyone else having this issue? Do you know of a work around. I found a configuration button that turns them on for the whole TA staff, but only a few people want them.
