User access by requisition field

We would like to set up access for a user who will essentially be acting as a Hiring Manager or Recruiter, but for a specific position or department. They will not be assigned to any reqs, so I do not think 'My Reqs' and 'My Candidates will work. For example, if they are reviewing candidates for position XYZ, they should be able to view all reqs with that position and all candidates associated with those reqs. What is the best way of accomplishing this? I assume that we should maybe set up a version of the Hiring Manager or Recruiter
