Application Form without Applying

I'm looking to be able to post positions to our CWS without actually allowing people to apply.  For certain roles, we require in-person applications.  So my options, I thought, were as follows:

1. Edit an Application Form page layout with nothing at all on it except an HTML field that directs people to the appropriate place to apply in-person, or

2. Edit a Requisition View page layout that did the same thing.

The problems were that I can't seem to remove the Last Name field on the Application Form page layout, and can't remove the Apply button on the Requisition View page layout.
