Using Executive Req Type for Confidential Hiring

We're interested in best practices around confidential hiring.  How do you manage this in your organization?  We really appreciate anything you can share.

What we're looking for:

We would like to open and manage confidential reqs (e.g., for executive level position, VP of Denim).  This requisition should only be visible and editable to the recruiter who is responsible for hiring.  No other recruiters (or Taleo user) should be able to view this requsition or the candidates tied to it.  If I (internal/external candidate) applied to this VP of Denim position, no one should be able to see that I applied to this req.
