Help with TBE Perform Insight Reporting - Rating Summary

Hello,

We are mid-process with our common anniversary annual performance reviews.  The HR Business Partners would like to see how many of our managers have been into Taleo and working on their employee reviews with two week left to the process close and what are the average ratings that they are giving their direct reports.

I tried to use the Insight Report - "Performance Rating Review Summary - by Review Manager" and the data I am pulling up is not valid because I checked a few of the managers with smaller teams.

Can you help me?  What reports should I be using and what criteria should I be using to get valid data?
