Adding rejection prompt to offer declination

I want to add the rejection prompt to the offer declination entity status. When I do that, I see the check box for both "Rejection prompt presented" and "rejection prompt required" but Taleo doesn't allow me to select the checkbox. I get a red "no" circle.

I want to be able to add a rejection reason when we select the offer declined status.
