What Happened to "Display Password" for the Manager Site Passwords?

So you might see that when you go to a "User" record there is a "Send Password" button.  Clicking the button DOES NOT provide the "display password" option.  Is it an option I can add?  Or is there another location where a new manager password can be displayed?

And why is the Forgot Password feature for both Employees and Managers failing to send e-mails to those who click it?  Not woprking for us.
