Agency referred candidates in Onboarding

Hi,
We use an Agency Portal where the agencies we have commissioned refer candidates by submitting an application on their behalf, often using the agent's email address rather than the candidate's so that the agency can communicate with the candidate rather than us directly. This causes a problem if we extend an offer to that candidate and eventually trigger onboarding as, at the very least, the candidate themselves have never accessed Taleo so do not have their login information and, at the worst, the onboarding emails are sent to the agency rather than the candidate.
We've tried a number of workarounds but ultimately candidates keep falling through the gaps in the process.
