"Ghost" Icon on Some Candidates

We are on 13B.5.1 and our users started seeing a new candidate icon in the Recruiting module recently.  The icon appears on some candidates, but a small percentage. It appears next to the candidate name in the quick search results list, and on the Candidate Card when viewing an affected person's profile. We have tried to see if this happens in an advanced search but so far none of these people even come up in an advanced search that they should be a match for, with or without the icon.
