Restricting Draft mode from Users

Hello,
We have a user base that we like to keep extremely limited in what they can do. We currently have reqs set up that they can view and move candidates through that are set to not being able to view closed reqs. It would be preferable if they were not able to see Draft reqs as well. Does anybody know if its possible to set a user up so they can "only" see Open - Approved / posted / unposted?
