Creating a report in Business Objects for goal plans

Hi everyone

I need some help creating a report in Business Objects relating to goal plans.  I want to pull out all my employees and show if they do/don't have a goal plan for 2014 and if they do, what status it is at.  I have asked My Oracle Support who have basically pointed me at the data dictionary.  I'm more than familiar with the data dictionary so I found this unhelpful.  I'm guessing I have to resort to writing the sql and use an outer join as the universe isn't right for this?

Has anyone done anything similar?
