Is anyone using custom native reporting in 13C?

CDW would like to investigate the possibility of building a custom native talent profile report.  I am trying to get the Oracle BI Publisher Desktop installed and the installer gives me an error regarding the JRE version needing to be version 1.6 or later.  I have JRE 1.7 installed so that should not be a problem.

Has anyone gotten the Publisher desktop installed or seen this error before?

Any help is appreciated!!
