Pros and Cons of implementing Taleo before core HR

We have implemented Taleo Recruting in the US and want to implement in our global locations.  We currently do not have a global HR system but, we may roll that out in 1-2 years.  What are the pros and cons of implementing Taleo Recruiting now versus waiting and implementing core HR first?
