Scrolling bar issue when brower viewer set to 125%

We went live with Performance two weeks ago.  Some users are having issue with the bottom scroll bar.  When trying to move the scroll bar to the right, it goes back to the left.  The same happens for the top and bottom scroll bar.  The browser viewer is set at 125% and these users are on IE10.  We are also seeing this in Firefox.  Do you know the fix for this?  Thanks!
