Issues with Manager Accessing Employees

I am implementing Taleo Perform and have created a number of dummy test managers and employees. When I log in as the Test Manager and try to access one of my employees, I get the following message: Access Denied You do not have sufficient access rights to perform part or all of this action.
When I log in as another test manager, I can access my employees. When I check the User settings for both, they both have the same settings.
Can anyone tell me why this might be?
