Auto Marketing Emails to Candidates

Hi,
Does anyone know of a way to have Taleo auto send emails to candidates to:
1) update their profile
2) ask for referrals
3) check out our career site for jobs
We want to try and reach out proactively to candidates who have created a profile or applied for a job that we have not spoken to in awhile and generate interest in our open positions.
