3rd Party Assessments for Candidates

We are working with Gallup to implement Assessments for certain jobs in our Company. All external candidates must take an assessment when applying. For Internal candidates we only want them to have to take the assessment if they are being promoted up to a new job, not necessarily if they are making a lateral move. Neither Gallup or our implementation team know of a way to make the assessment optional based on job to job requirements. Has anyone been able to do this?
