direct report vs subordinate

Hello,

I have a Director who has two employees assigned to her in Taleo that she is denied access to. When I search their employee record, they look exactly the same as every other employee. The only difference we found is that on the Org chart, these two employees are listed as Subordinates but not Direct Reports of this User. How do I get these two employees to be accessible under this user, AND what is the difference (in Taleo) between Direct Reports and Subordinates??
