Employee Editing Rejected Goal

I am doing some testing with Goals.  If a manager rejects a goal and I log in as the employee to make the changes to the goal, I find the goal, click on Edit and the only two fields which I am able to edit are The Status and the % complete.  I am not able to edit the description or the measurement.  See attached.  What do I need to do to ensure all fields are 'editable' by the employee so the employee can make the changes and re-submit to his manager?
