Problems with users accessing their organization for goals/reviews

Hi Folks-

within the last two weeks I have 4 employees (Hiring Managers) that are trying to do performance reviews on their people. They can see the people in their screen- however when they try and click on them they get error messages.  Any insight?  I can't see anything in the user record that would cause this,
