Customize Text Type in Review/Competencies when creating review template

Good Morning:

I am looking for a way to be able to customize the text type (bold, italic, etc) when creating the review template.

When writing a description, we would like to see if it is possible to utilize bulleting as well.

Has anyone run into a similar issue? (Picture attached).
