Blocking Candidates from Applying

I'm quite certain that I've checked before, and there is no way to "block" a candidate from applying to positions within Taleo. And even if we created a UDF to designate a candidate as ineligible for consideration from any position, there would be nothing to prevent that person from just going out and creating a new user account.

So... I'd like to know what, if anything, other companies are doing when they have an issue where a specific candidate is absolutely not hireable and should not be considered for any position that s/he may apply to. For instance... say they're ineligible because we were going to hire them, but found that they had falsified their application.... or they've been court-ordered not to contact the company.
