Mid Year Review Recommendation?

Hello,
Our company is in the process of completing mid-year reviews and we have an inquiry regarding this process. We have quite a lot of movement between departments. For example, an employee can be in our Reservation department for 6 months of the year, then get transferred to Customer Care under a new manager and will have new goals assigned to him/her. In the past (before we began using Taleo), we asked the previous manager to manually enter comments on their performance review for the first 6 months. The subsequent manager would have been responsible for assigning new goals and then completing the full performance review at the end of the year.
