OBI Report- how to show most recent comments (blank or not)

Hello,
We submitted an SR for this but have been going back and forth and ultimately unable to find what we need. We were told we need to go through consulting now, but before we do I wanted to see if anyone has any suggestions on how to accomplish this or even resources we can look at to try to figure it out?
The issue: We have several OBI reports built and on many of those reports we just want to see the most recent historical step/status comments for candidates to show, whether it is blank (no comment) or not- and ensure there are no duplicate rows. Does anyone know how we might go about getting this accomplished?
