Matrix Manager

In our business we have a location set up in a country that requires all of the employees in those offices to be "managed" by someone physically in that office.  This poses a challenge during review time as most of the employees truly report to someone else that may sit anywhere in the would.  We have set up Matrix Manager to allow for both managers to get the reivew.  Our issue is that the true reports to manager does the review for the employee and submits the review thus taking the review away from the Office manager.  By legislation this
