Auto-Progression

My Company conducts background checks and drug screens after the offer has been accepted.  We would like to have a candidate auto-progressed to Rejected if they do not pass their pre-employment screen.  However, we are running into an issue with this because the checks are being done post offer and I cannot reject someone until their offer has been rescinded.  Has anyone figured out how to accomplish a task like this?
