Headcount/Position tracking

We currently use TBE and are looking for a way to track headcount. Is there a solution for this? Ideally, when someone leaves the organziation or a strategic add to staff is requested, we would be able to track the headcount until approved for recruiting purposes which sometimes could be days, weeks, months or years. It doesn't seem feasible to have requisitions created for each position prior to approval. Any thoughts?
