Can we configure which step/statuses display for candidate?

Currently if a candidate is rejected at the department level – the candidate facing status is still APPLICATION UNDER REIVEW BY HIRING DEPT . 

That means the recruiter still needs to make additional clicks to change it to DEPARTMENT REVIEW/DECLINE CANDIDATE for the message to change from the candidate perspective. 

Is it configurable to actually allow the candidate to SEE that the department rejected them?  We don't intend to hire anyone the dept rejected and sometimes there is a delay before the recruiter team does the next redundant decline step.
