Extract Certifications, Licenses and Majors from Recruiting system

Hello,
We are trying to get a dump of all Certifications, Licenses and Majors in the Taleo Recruiting system. We plan on using this information to upload into Oracle Fusion using a spreadsheet loader. I've been able to write simple BO reports to pull Employer, Skills and Institution but haven't had success with the others. I've been told by Oracle Support to use TCC. How would I go about downloading and using this utility? Is there any other method? I have familiarity with PL/SQL if it is possible to write a custom query out of BO (unsure)
