Habitual or Excessive Applicants/Candidates

Hi,
our organization is dealing with applicants/candidates applying to well over 9,000+ requisitions. This causes several issues in our system including performance degradation for our Users when viewing candidates on requisitions where these habitual applicants are present.
Does anyone have a habitual applicant process in place to help alleviate these issues?
