Year-round Performance Reviews-Best Practices?

In KnowledgeExchange, I've noticed that other companies - like ours - desire to conduct mid-year or quarterly reviews where those results ultimately roll into the annual review results. The responses to these posts indicate that Perform doesn't provide this capability. Nevertheless, a need currently exists.
I'm assuming that many companies have found a way to work within the currently capabilities of Perform to conduct mid-year or quarterly reviews within the scope of their Annual reviews.
Anyone want to share? Good, I'll begin.
We thought we could have an informal mid-year review where manager's would simply meet with direct reports, get feedback on each employee's goals, manager would write notes in the comments section, and then we would track compliance by running a report on # of managers entering comments for their direct reports within the mid-year review period. Unfortunately, it was difficult to run reports to capture comment history. Thus the reason for this post.
